A mixed lot               from Howard Jarrold


Summer this year appears to be a mixed lot of wind and rain, cold and hot and any combination of the foregoing. I don't envy the outdoor bowlers at all, but they seem to enjoy the challenges that are thrown at them and I am delighted that they do.
Indoors, we see less players than we do in the winter time, and this means we get to know the members better which all helps to foster a friendly welcoming atmosphere. You will have noticed an area between the bar and the entrance to the kitchen is now being used to develop a new initiative designed to help new members understand how the club works and who is who in the various sections. It is a work in progress at the moment and I urge any of you that feel you can help to develop this, to have a word with the bar staff. Please have a look - the more the merrier.
And now to matters that have been troubling a few of you.
Many of you are under the impression that you can't play/practice before playing in a match. Of course you can but not on the rink on which you are due to play the match. If the former were correct you couldn't play at, say 10.30 and again at 12.30, 2.30 etc. There are caveats and Rules 3 and 4 cover the question of practice. In particular 3. 4 and 4. 1 refer. Warming up before a match ( which I consider essential ) must not be done on the rink scheduled for the match, and although not specifically covered in the rules, should be dealt with in the same context as in Rules 3 and 4
Boundary of the rink In particular the boundary between the rinks.
A bowl or jack landing on the imaginary line between two rinks has to be judged as 'in or out'. The best way to do this is to step off the rink and stand behind the hand rail. From this position the bowl or jack can be judged as 'in ' ( if any part of the bowl/jack is touching the line ) or 'out' if the object bowl is totally clear of the line. This method is fairly accurate and works well but in the event of a dispute, as occured last week we need to look at what the rules say. Rule 49. 4. 3 covers this and clearly states that the boundary is the black line in the centre of the 25 mm wide white boundary line. So to settle the dispute , a string ( to be found in the ditch in each corner ) is strung between the two black lines and that is the boundary.
Hardly matters I hear you say. But it does in Aussie Pairs where there is a four point penalty if the jack is moved out of play over the side boundary. In that case the two skips must agree ' in or out '. If they can't agree the umpire decides and his decision is final. If there is no umpire then a competent neutral person is appointed and his/her decision is final. Rules 49. 4. 3 and 40. 1. 5 , 40. 1. 6 refer.
Marking the card and other duties
The skip is responsible for the card which includes marking ( Rule 40.1.7 ) However for domestic play he can delegate the job to any member and if he does he must inform the opposing skip of his actions. 40. 1. 9 and 10 refers.
